Shirley Brooks

Shirley Brooks, the daughter of an Army National Guardsman, a military spouse for 44 years to a former Marine and eventual Air National Guardsman (retired) and the very proud mother of two Army National Guardsmen founded DEBOTG with Kathy Greenwell (Army National Guard spouse) in 2007 during a meeting with CMSgt. Dawn Peet (State of Delaware Family Readiness Office). The idea of a non-profit organization that would be able to assist all of Delaware’s military members (Guard, Reserve, Active Duty and Retirees) and their families using individual and corporate donations was developed during this meeting. Prior to founding DEBOTG Shirley was a frequent volunteer and eventually the Secretary to the Delaware Air National Guard’s 166th Wing Family Assistance Program for many years.

Shirley holds an Associates’ of Fine Arts Degree from Liberty University and worked for 37 years as a Patent Secretary and Foreign Visitor Program Coordinator for Drinker Biddle & Reath, LLP before retiring in 2019. Since retirement, Shirley has had more time to devote to DEBOTG and her ever growing family.


Gwen Anderson

Gwen Anderson has been part of DEBOTG since 2008. As a military spouse of a (retired) Delaware Army National Guardsman and the daughter of a (retired) United States Army soldier, she remains dedicated to support military members and their families. Prior to volunteering with DEBOTG, in 2002 Gwen served as the military liaison at the Delaware Division of Child Support Services until she retired in 2017. During her tenure, she ensured that expedited child support services were available to deploying reservists who faced a sudden drop in household income when they deployed. She also assisted the federal and regional child support offices in establishing best practices for other state child support offices to replicate.

She brings over 25 years of government program management experience and 30 years of human/social services experience to DEBOTG.  

Since her retirement Gwen enjoys much of her time living on a small farm with her family.


Kim King

Kim King has been a part of DEBOTG since 2007. As the parent of a Texas National Guardsman and daughter of a (retired) United States Army MP, sees the importance of supporting military families. Kim also served as Secretary, and later, Director of the Children of the DE National Guard Youth camp for 15 years. Over those 15 years, collaborated with 45 adult volunteers and facilitated the welfare and activities of up to 150 children of DE Army and Air Guardsman, ages 9-18 years of age, for a week-long experience at Bethany Beach Training Site.

She brings a master’s degree in Elementary Education and 35 years of teaching experience in a Pennsylvania public school to DEBOTG where she serves as secretary.

In her “spare time”, Kim enjoys a variety of crafting projects and visits with her family.


Maureen DiEleuterio

Maureen DiEleuterio joined the DEBOTG Board in 2014 after several years as a Boots volunteer.  As the very proud mother of an Army National Guardsman, daughter of a Navy veteran, a National Guard spouse for 30 years, she has a special place in her heart for our military members.  She views it as a labor of love to work with DEBOTG in supporting our Delaware military family.

Maureen holds a bachelor’s degree in Foreign Language from Rutgers University and completed graduate studies in Education at Wilmington University. She is a Certified Compensation Professional (CCP), and a member of the Society of Corporate Compliance and Ethics.

Maureen is the VP of Human Resources, Talent Management & Development, and Compliance Officer for HBCS.  She previously managed various domestic and international HR functions for 14 years with the Campbell Soup Company, provided HR consulting services to the Delaware Valley healthcare and manufacturing industries, and served on the Board of SOAR (Survivors of Abuse in Recovery).


Judy Zaal

Judy Zaal has been a part of DEBOTG since 2007. She has two sons; one in law enforcement and one who is a LT Colonel in the United States Marine Corps. Lt. Col. Zaal has served several deployments in Iraq and Afghanistan and has a Purple Heart from injuries sustained in his second deployment. Judy’s father served in the Navy and both grandfathers served in the Army in Germany during WWI. Judy was asked to serve as Honorary Commander at Dover Air Force Base for 2 years – first year with the 512th Airlift Wing Security Forces and 2nd year shadowing the 512th Airlift Wing Commander. Judy has also served as a volunteer with ESGR (Employer Support of Guards/Reserves). Her commitment to military support runs deep in her veins and she understands the importance and value of assisting military families.

Judy brings over 25 years of Executive Assistant experience. The majority of her career has been working in Clinical and Pre-Clinical work with AstraZeneca Pharmaceuticals. She has had many accomplishments but one she’s extremely proud of is co-founding the AstraZeneca Military Support Network for employees, shortly after 9-11, 2001.

In her “spare time”, Judy enjoys diy craft and home projects, playing the piano, and being with friends and family.
